The Police Department plans to use existing staff and financial resources to provide the services required under this agreement to provide traffic regulation enforcement.

Authorizing the Chief of Police to enter into an agreement for traffic regulation enforcement between the City of Madison Police Department and the owner(s) of a privately owned, manufactured or mobile home community, located within the City of Madison.
Body
WHEREAS, in 2009 the Wisconsin State Legislature enacted Wis. Stat. § 349.03(5), which provides that a city may enter into a written agreement with the owner of a manufactured and mobile home community to enforce traffic regulations on the privately-owned roads within that community; and
WHEREAS, there are a number of manufactured and mobile home communities located in the City of Madison; and
WHEREAS, the owners of one such community, the Highland Manor Manufactured Home Community (“Highland Manor”), recently asked the City of Madison Police Department to enter into an agreement pursuant to this new law; and
WHEREAS, Highland Manor is a large community that includes over 1,000 citizens, 360 homes, 9 roads, and 2 playgrounds; and
WHEREAS, the City of Madison Police Department believes that it can provide a valuable traffic regulation service to Highland Manor and other similarly situated communities; and
WHEREAS, the City of Madison Police Department also believes that such agreements will foster relationships with the citizens living in these communities, and that these relationships could enhance the protection and services provided not only to these specific communities, but to the greater Madison community as well; and
WHEREAS, the City of Madison Police Department does not believe the enforcement of traffic regulations within Highland Manor or similar situated communities will require additional manpower or financial resources, or that it will in any way detract from the existing protection and services it provides...
