Fiscal Note
The Council approved $33,000 for a Westside Planning Council as part of the 2007 Budget. These funds are being reallocated to related projects. There is no impact on cost controls or levy.
Title
Authorizing the Mayor and City Clerk to enter into Purchase of Service Agreements with the West Madison Senior Coalition, Madison Apprenticeship Program, Wisconsin Youth Company, and a Drivers License Recovery Program (provider to be determined) utilizing funds from the City's 2007 adopted operation budget.
Body
WHEREAS, the 2007 City of Madison adopted operating budget provides $33,000 for a Westside Planning Council in the Community Resources program within the Office of Community Services budget (page 171, project #90); and
WHEREAS, the parties involved in the formation of the Westside Planning Council have decided not to proceed at this time and have declined those funds
WHEREAS, the Community Services Commission has a goal to support organizations that address needs identified through the bi-annual Community Resources Program social service priority and proposal process, the Emerging Neighborhoods Funds proposal process and other Neighborhood Planning processes; and
WHEREAS, the Community Services Commission considered the following factors in their recommendation for the reallocation of the aforementioned funds:
1. Funds should be used to benefit Westside neighborhoods in order to honor the original intent of the allocated funds.
2. Funds should address emerging needs or identified gaps in service.
3. Funds will be used to build on existing services or collaborative initiatives.
4. Fund allocations do not constitute a commitment for continuing funding from the City and must to be utilized by December 31, 2007.
