Fiscal Note
The proposed resolution creates a new classification of Public Works Laborer in Comp Group 15, Range 2. The 2023 Adopted Operating Budget created a new Public Works Laborer program, including funding for 10 FTE laborer positions and 2 FTE leadworker positions. The positions were fully funded through reallocations of funding for hourly staff, reductions in supplies and services, and other budget adjustments, in the Streets, Parks, and Engineering Divisions.
The total cost to hire 10 new PW laborer positions at Step 1, including benefits, is estimated at $560,300 for a full year. During the 2023 operating budget deliberations, Finance Committee amendment #20 made a $25,000 reduction in permanent wages for these positions and reallocated funding to hourly wages to continue operating the Olin Drop off location at the same level of service as 2022. This reallocation is one-time, and funding will revert back to permanent wages in future years. The positions are fully funded and no additional appropriation is required.
