AMENDED - Directing City Staff to Continue Use of Traffic Control Devices Currently Installed in the Lake Edge Neighborhood in order to Eliminate Commuter Traffic on Local Streets. (15th AD)

PREAMBLE
That portion of the Lake Edge Neighborhood, north and east of Coldspring Avenue was the recipient of commuter traffic generated by the Monona Grove High School, 4400 Monona Drive. In this instance preferred arterial routes are readily available through the use of CTH BB (Monona Drive and Cottage Grove Road) and CTH AB (Buckeye Road.)
Traffic diverters were installed on Jerome Street at Coldsprings Ave and on Coldsprings Avenue at Bainbridge Street with the authority provided by resolution RES-05-00335 passed by the Common Council on March 29, 2005. After a trial of the diverters, residents in the area were polled in order to determine if there exists support to make the diverters permanent. One-hundred-two (102) ballots were sent to the property owners on Coldspring Avenue, Jerome Street, Bainbridge Street, Winnequah Road and Lakeview Avenue. Seventy-six (76) ballots were returned with fifty-four (54) supporting the permanent installation of the diverters, or seventy-one (71) percent. Twenty-two (22) of the ballots returned did not support the diverters, or twenty-nine (29) percent.
Now Therefore Be It Resolved, that city staff are hereby authorized and directed to extend the traffic test within the Lake Edge Neighborhood through July December 31, 2006 in accordance with this resolution; and,
Be It Further Resolved, that the City Engineer hereby be directed to prepare plans and specifications for the construction of permanent traffic diverters on Jerome Street at Coldsprings Ave and on Coldsprings Avenue at Bainbridge Street for consideration by December 31, 2006.
