Amending MGO Sec. 28.183(5)(a)6. to allow that the Plan Commission Secretary or District Alder may advise applicants to present at the Urban Design Commission prior to Plan Commission for a conditional use application.

DRAFTER’S ANALYSIS: MGO Sec. 28.183(5)(a)6. is amended to allow applicants to choose to go to the Urban Design Commission for comment and recommendation prior to Plan Commission in some instances. Approval standard nine requires Plan Commission to consider existing area aesthetics for new construction and additions, which may require input from the Urban Design Commission (“UDC”). In order to make the process more efficient and productive, applicants may choose to go to the UDC for comment and recommendation prior to Plan Commission if advised by the Plan Commission Secretary or District Alder.

The Common Council of the City of Madison do hereby ordain as follows:
1. Paragraph 6. of Subdivision (a) entitled “City Plan Commission” of Subsection (5) entitled “Decision” of Section 28.183 entitled “Conditional Uses” of the Madison General Ordinances is amended as follows:
“6. When reviewing a conditional use application that involves any new construction of a building or an addition to an existing building, the Plan Commission may require the applicant to submit plans to the Urban Design Commission for comments and recommendations. Alternatively, an applicant may choose to go to the Urban Design Commission for an advisory recommendation and comment prior to going to the Plan Commission if advised by the Plan Commission Secretary or District Alder.”
