Fiscal Note
Under the terms of the use agreement, the soccer organization would provide all of the equipment, labor, and materials necessary to assume the maintenance, mowing, and upkeep of five soccer fields at Reindahl Park. In exchange, the organization would be allowed priority scheduling benefits for the five soccer fields at Reindahl Park specified in the agreement. No appropriation is required, nor is any impact upon the tax levy anticipated.

PREAMBLE
The City of Madison has entered into a use agreement with the Madison Football Club (formerly Princeton Soccer Club) since the year 2000. In 2000, The Parks Division formerly acknowledged its consideration of establishing public/private partnerships in the community as a viable option of service delivery in the community and has been accepted by the citizens of Madison. Under that concept, the Madison Football Club, Inc. entered into an Agreement with the City of Madison to operate its soccer program at Reindahl Park in exchange for maintaining then four, now five, soccer fields. Madison Football Club, Inc. has successfully organized soccer leagues in the City of Madison and has provided maintenance support to park fields for several years.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are authorized to sign a Use Agreement with Madison Football Club, Inc., for the use of five (5) designated soccer fields at Reindahl Park for organized soccer activities, to include the following terms, and subject to the conditions contained in the Use Agreement:
1. The Use Agreement shall be for a term of three (3) years, with the possibility
for two (2) one (1) year extensions, and run for the 2013-2015 seasons, with possible extensions in 2016 and 2017.
