The proposed resolution authorizes awarding the contract for the John Nolen Drive/Olin Ave from Wingra Creek to USH 12 Beltline at a total estimated cost of $2,050,000, including contingency. The award contains a 50% cost share with Dane
County. Funding for the City portion of the project ($1,025,000) is available in Munis #15324. No additional appropriation is required.

Body
The City of Madison is proposing to reconstruct John Nolen Drive/Olin Ave from Wingra Creek to USH 12 Beltline in 2029. The project includes reconstruction of the roadway, sidewalk/multiuse path, lighting, stormwater facilities, sanitary sewer and water main. The City desires to enter into an agreement with a consultant for design engineering services.
The City applied for and was awarded Federal Funds for the construction of the project. The state of Wisconsin Department of Transportation will let and administer the construction contract. Design costs are not federally eligible costs with this program.
Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to KL Engineering, Inc. The consultant’s services will include the completion of preliminary plans and the Environmental Assessment report and Final Plans & Specifications.
This will be a multi-year design project (2026-2028) and construction is scheduled for 2029.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with KL Engineering, Inc. for design engineering services for John Nolen Drive/Olin Ave from Wingra Creek to USH 12 Beltline.
