Amending Section 2.205 of the Madison General Ordinances to establish that the election for President and President Pro Tem shall be conducted by instant runoff procedures.
Body
The Common Council of the City of Madison do hereby ordain as follows:

Sec. 2.205 entitled "President and President Pro Tem" of the Madison General Ordinances is amended to read as follows:

"2.205 PRESIDENT AND PRESIDENT PRO TEM.
(1) The Common Council shall at its organizational meeting on the third Tuesday of April of each year, elect one member of the Council to act as president of the Council and another member to act as president pro tem of the Common Council, pursuant to the provision of Section 62.09(8)(e), Wisconsin Statutes. The president pro tem of the Common Council shall act during the absence, inability or disability of the president.
(2) The election for President and President Pro Tem shall be conducted by the council voting by instant runoff procedures. Each alder shall complete a secret written ballot. The ballot shall list all alders. The ballot is to be completed by placing a numeral 1 next to the name of the alder's first choice for the position, a numeral 2 next to the alder's second choice, a numeral 3 next to the alder's third choice, etc. There is no limit to the number of choices an alder may mark. If no alder obtains a majority of the first choice votes, the alder with the fewest first choice votes is eliminated from further consideration and, as to those ballots which listed the eliminated candidate as first choice, the second choice candidate shall be counted as first choice. The process of elimination shall continue and third, fourth, fifth, etc., choices may become first choices, until a candidate obtains a majority and is elected to the position.
