DRAFTER'S ANALYSIS: This ordinance incorporates a series of technical ward changes necessitated by the State’s new redistricting of State Assembly and Senate districts.
Under prior law, Wisconsin used a “bottom up” redistricting process, where local governments drew ward boundaries and the State used them to draw Assembly and Senate districts. This year, the State suddenly changed the rules. Local governments must adjust wards to fit the State-drawn districts. The State also changed the law to require that annexations after April, 2010, had to be added by local governments after the State’s redistricting was effective. This ordinance accomplishes those necessary changes. Most of these changes were previously before the Council in August, 2011, and were placed on file without prejudice rather than referred to the City Attorney’s office. This ordinance adopts those technical changes.
