Title
Repealing Section 39.02(3)(b) and renumbering Sections 39.02(3)(c) and (d) to Sections 39.02(3)(b) and (c), respectively, of the Madison General Ordinances to eliminate the alternate member positions of the Affirmative Action Commission.

DRAFTER'S ANALYSIS: Current configuration of the Affirmative Action Commission is eleven regular members and up to two alternate members. This amendment would eliminate the alternate member positions. The eleven regular members constitute a large enough membership so as to effectively address any abstentions or conflicts of interest that the alternate membership was created to address.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subdivision (b) entitled "Alternate Members" of Subsection (3) entitled "Affirmative Action Commission" of Section 39.02 entitled "Affirmative Action Ordinance" of the Madison General Ordinances is hereby repealed.
2. Current Subdivisions (c) and (d) of Subsection (3) entitled "Affirmative Action Commission" of Section 39.02 entitled "Affirmative Action Ordinance" of the Madison General Ordinances are renumbered to Subdivisions (b) and (c), respectively.
EDITOR'S NOTE:
Section 39.02(3)(b) currently reads as follows:
"(b) Alternate Members. In addition to the members above-mentioned, the Mayor may appoint upon an annual basis two (2) citizens to be alternate members of the Commission and shall designate which alternate is the first alternate and which alternate is the second alternate. The first alternate shall act with full power when any other member of the Commission is absent or must abstain because of a conflict of interest. The second alternate shall act only when the first alternate abstains or is absent or when more than one (1) member of the Commission abstains or is absent."
