Authorizing Staff to Explore Options for Increasing Revenue for Public Art.
Body
WHEREAS, at their October 22, 2013 strategic planning meeting, the Madison Arts Commission identified establishing a Percent for Arts Ordinance as a top priority; and

WHEREAS, the Common Council adopted Resolution File I.D. 30476 on March 19, 2002 adopting Madison’s Public Art Framework and Field Guide and the recommendations contained in the framework; and

WHEREAS the Public Art Framework and Field Guide recommends that the City institute a “genuine and effective percent for art policy;” and

WHEREAS the Common Council adopted Ordinance File I.D. 02207 on January 17, 2006, adopting and confirming the City of Madison’s Comprehensive Plan, which states that incorporating public art into a variety of City buildings, public spaces, and projects is an effective way to enhance the aesthetic of public space and contribute to the overall design of the City; and

WHEREAS the Common Council adopted Resolution File I.D. 24468 on July 17, 2012, adopting the City’s Downtown Plan as a supplement to the Comprehensive Plan; and

WHEREAS the Objective 8.2 in the Downtown Plan calls for interweaving public art that evokes a sense of place and expresses Madison’s cultural diversity into the fabric of Downtown through “art in city building,” which focuses on integrating art into public projects; and

WHEREAS recommendations 182 and 183 in the Downtown Plan call for the City to involve artists on Downtown design teams and to create signature public art at key Downtown locations, such as gateways and parks; and

WHEREAS the Common Council passed Resolution File I.D. 24233 on August 6, 2013, adopting the Madison Cultural Plan, which recommends that the City of Madison should adopt a formal percent for art ordinance that attaches to municipal capital projects...
