Fiscal Note
The proposed resolution deletes the classification of Librarian 3 (CG 18/R 08) and creates classifications of Library Supervisor 1, 2, and 3 in compensation group 18, ranges 08, 09, and 10, respectively. The position study was submitted in February 2023; therefore, back pay will be paid to incumbents in each of the positions that are moving up in range.
The total estimated cost in 2026 is $161,812. This includes estimated back pay of salary and benefits ($121,968) and the estimated cost of salary and benefits in 2026 ($39,843). The estimated ongoing annual cost of the reclassifications is $39,843.
The 2026 Library Adopted Operating Budget includes approximately $61,000 for these reclassifications. There is a balance of approximately $100,812 needed to cover the remaining back pay. The Library's budget will be monitored throughout the year, and adjustments will be made through the mid-year or year-end appropriation resolution to accommodate the reclassifications, as appropriate. Sufficient fund balance exists in the Library Fund to cover the one-time costs related to the back pay while maintaining a fund balance equal to 5% of the current operating budget. If the one-time application of Library Fund balance is needed, the MPL Library Board would need to approve its use for this purpose. No additional appropriation is needed at this time.

Recreate Librarian 3 position #5171 as a Library Supervisor 1. Recreate Librarian 3 positions #3403, 3702, 4003 and 4292 as Library Supervisor 2. Recreate Librarian 3 positions #485 and 4177 as Library Supervisor 3. Recreate Librarian Supervisor positions #449 and 4293 as Library Supervisor 3, and reallocate all employees to the new positions.
