Fiscal Note
The proposed resolution amends the 2025 Engineering Bicycle & Pedestrian and Planning Adopted Capital Budgets by authorizing a net-neutral transfer of $5,560 existing General Obligation Borrowing (GO Borrowing) authority from the Pheasant Branch Path project (Munis #14941) to the Art Aggregated Fund (Munis #15043). MGO 4.30(5), which establishes the Percent for Art Aggregated Fund, states that reappropriating expenditures to an alternate site or to the aggregate fund may be done “when deemed appropriate by the Common Council and where permitted by the funding source.” This reappropriation was not included in the adopted budget, therefore is being presented to the Council as a resolution for approval. No additional appropriation is required.

Amending the Engineering Bicycle & Pedestrian and Planning Adopted Capital Budgets to transfer existing GO budget authority from Engineering - Major Streets to Planning for the Percent for Art Aggregate Fund related to the Pheasant Branch Greenway Enhancement Project (District 9).
Body
WHEREAS, Madison Ordinances 4.30(5) created a Percent for Art that can be used for public art associated with public works projects, and;
WHEREAS, The Percent for Art funds are calculated based on eligible project costs associated with projects that have an cost threshold as identified in Section 4.3(c), and;
WHEREAS, the Pheasant Branch Greenway Enhancement project was awarded under RES-24-00714, which had a total cost of $8,658,468 and is above the eligible threshold for the Percent for Art, and;
WHEREAS, certain funding sources are not eligible for the 1% for art, including funding associated with the Stormwater Utility, Sanitary Sewer Utility or Federal Funds, and;
WHEREAS, funding for a bikepath and pedestrian bridge were also included in the Pheasant Branch Greenway Enhancement project, which do have an eligible funding source for the Percent for Art program, and;
