Fiscal Note
The proposed resolution would amend the manner in which the City administers the street license fee as it pertains to vendors required to obtain multiple licenses under the current ordinance. Under the proposed model, vendors with multiple licenses would have the option of paying $450 $600 for an “umbrella basic street vendor license” instead of paying $150 per license.
The Office of Business Resources estimates approximately four to six Mall Concourse food vendors must purchase more than three basic street vending licenses in a typical year. Assuming these figures, the estimated fiscal impact of the proposed ordinance is a loss of revenue to the City of Madison of less than $1,000 net zero impact in a typical year. Revenue from the street vending license goes to the General Fund.
Using the estimated figures provided by the Office of Business Resources, the following table demonstrates how the proposed ordinance would affect revenues from four, five, and six vendors, each with four licenses in a year.

Revenue under current resolution $2,400 $3,000 $3,600
Revenue under proposed resolution 1,800 2,400 2,250 3,000 2,700 3,600
