The proposed resolution authorizes the agreement for design engineering services for Garver Path a total estimated cost of $314,750. The adopted 2018 capital budget provides GO Borrowing within the Bikeways Program for $164,750 of project design work. GO Borrowing funding for $150,000 of this agreement is included in the 2019 Executive Capital Budget for Engineering-Bicycle and Pedestrian Bikeways Program (MUNIS 10160).

PREAMBLE
The City of Madison Engineering Division is proposing a new pedestrian & bicycle path, called the Garver Path along the north east side of the City, generally located around the Wisconsin & Southern Rail Road Corridor. The Garver Path includes a new path from the Capital City Trail near Sugar Avenue along a new alignment to Milwaukee Street. The path includes two new bridges across the Starkweather Creek & a new boardwalk structure over wetlands in O.B. Sherry Park. The City of Madison has received federal funds from the Wisconsin Department of Transportation (WisDOT) Transportation Alternatives Program (TAP) to assist with construction funding for the project.
This will be a multi-year design project (2018-2019) and construction is scheduled for 2021.
The City Engineer has advertised for consultant design services. The consultant’s services will include the completion of Preliminary Plans and the Environmental Report, and Final Plans & Specifications.
Pursuant to City Ordinances and Policies, the City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to KL Engineering, Inc.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with KL Engineering, Inc. for design engineering services for Garver Path.
