Fiscal Note
The planning process will be accomplished within resources budgeted as part of the 2006 City budget which includes $40,000 in Federal CDBG funds for staffing support. This resolution does not commit any funds for implementation, although traditionally the CDBG program has committed approximately 5% of its estimated annual entitlement funds for implementation of higher priority eligible projects.

Recommending the selection of portions of census tract 4.04 and 5.01 (Southwest) as the focus for a concentrated neighborhood planning process and the appointment of a steering committee of residents and business representatives to help develop a neighborhood plan for the area.
Body
WHEREAS the CDBG Commission and Office have traditionally partnered with the Plan Commission and Planning Unit to identify eligible areas with opportunities where a neighborhood planning process could effectively guide future City and community activities,
WHEREAS the CDBG Commission has supported such a planning process with funds for the planning and a reserve of future funds for implementation of projects that address the higher priority goals and opportunities articulated in the plan adopted by the Common Council,
WHEREAS portions of these census tracts contain a growing number of low and moderate income households, certain quality of life trend indicators suggest increasing opportunities for positive and advance public action, and some residents and businesses in the area have expressed interest in the development of a neighborhood plan to guide future activities,
WHEREAS the CDBG Commission and the Common Council have adopted a Five Year Community and Neighborhood Development plan and an annual action plan that establishes a framework for the development of such a neighborhood plan,
NOW THEREFORE BE IT RESOLVED THAT the Common Council adopt the recommendations of the CDBG Commission, the CD Office and the Planning Unit to designate portions of census tract 4...
