Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM adjacent to 800 Langdon Street.

PREAMBLE
The State of Wisconsin is currently planning utility work within the city right-of-way to replace badly deteriorated existing steam and condensate lines running from N. Park Street, east along the south side of Langdon Street. The work will require that Langdon Street be completely closed to vehicular traffic during the evening hours and that some of the work will be conducted during the hours of 7:00PM and 7:00AM. This will require approval for waiving of the Ordinance for a Noise Variance to allow for night work. In order to keep Langdon Street open to traffic and busses during the day this work will be completed during the night. The busses will be detoured during the night hours and will resume the route during the day. The night work will start approximately July 23, 2012 and will be on going until August 6, 2012, weather dependent.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. Allow for 2 weeks of continuous night work that will include placement of underground utilities, backfill and compaction and site restoration. Additional temporary construction lighting may also be utilized to assure save working conditions.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution.
