Fiscal Note
No funding is required for approval of the volunteer release forms. The device shall be purchased with Storm Water Utility Funds (ESTM). Estimated cost $10,000.

PREAMBLE
 
In the summer of 2004, residents from the neighborhood adjacent to Monona Bay presented a petition to the Public Health Department requesting that the City install one or more trash collection devices where stormwater runoff enters Monona Bay, and more specifically near the drain end at Parr Street. The 63 signators further requested permission to maintain (remove the trash and debris) with their own volunteer efforts (27 of the 63 volunteered). Since then, City Engineering has reviewed various designs along with Department of Natural Resources permitting requirements and liability concerns of the City Attorney for the volunteer labor component.
 
NOW, THEREFORE, BE IT RESOLVED, that the City of Madison is hereby authorized to accept volunteer release forms from neighborhood residents of the neighborhood adjacent to the Parr Street Stormwater outfall, allowing them to maintain a trash collection device installed in Monona Bay by the City.
 
BE IT FURTHER RESOLVED, that the City Engineer is directed to pursue the permitting, design, purchase, and installation of a device for this purpose of collection of the trash from the stormwater entering Monona Bay at Parr Street.
