DRAFTER'S ANALYSIS:  In 2013 Wisconsin Act 20, the state legislature limited the City's authority to regulate the placement of cell towers (defined as "Mobile Service Support Structures") and radio towers. ("Radio Broadcast Service Facilities") Among other things, the Act prohibits the City from denying an application for a cell tower based solely upon aesthetic concerns, and prohibits the City from denying an application for a radio tower based on anything other than a reasonable and well defined public health or safety concern.  This amendment makes changes to current ordinances to comply with this new law.
