Fiscal Note
Approximately $200 would be required to code each machine at the 76 City polling locations, at a total cost of $15,200. An additional $1,000 would be required to cover the City of Madison's pro rata share of ballot costs. If the new election equipment required by the Help America Vote Act (HAVA) is available in time for the autumn elections, programming costs would increase by $100 per machine, adding a further $7,600 in expenses. Total additional costs associated with this referendum can therefore be expected to range from $16,200 to $23,800. This funding has not been included in the 2006 Operating Budget. It is anticipated that the Clerk's Office may be able to accommodate this expense without additional appropriation, due to higher than anticipated salary and benefit savings.

Body
WHEREAS, on May 16, 2006, the Madison Common debated a proposal to require most Madison employers to provide paid sick leave; and
WHEREAS, the Common Council defeated the proposed ordinance by a vote of ten to nine after hearing from scores of residents on both sides of the issue; and
WHEREAS, the Common Council recognizes this issue is of great significance to the Madison community and seeks the input of the citizens of Madison; and
WHEREAS, it is anticipated that the City Clerk's 2006 Operating Budget will have sufficient funds from salary and other savings to cover the small costs associated with coding and ballot printing;
NOW, THEREFORE, BE IT RESOLVED:

1. That the City of Madison will conduct an advisory referendum to be held at the General Fall Election on November 7, 2006, related to the issue of paid sick leave.

2. That the language of the advisory referendum shall be as follows:

"Should the City of Madison pass a law requiring employers with at least ten employees to provide those employees working at least half-time with the ability to accrue paid sick leave to be used fo...
