The proposed resolution authorizes Special Vending Approvals for 2025 special events that occur anywhere in the City where an ordinance restricts vending to certain types of food or articles, or only from assigned sites. This resolution allows for three exceptions to vending ordinances restrictions. There are 21 special events requesting special vending approvals for 2025.
· Suspension of rules - event sponsor requests suspension of the “homemade/handcrafted” vending rules in the Mall/Concourse area.
· Selection of vendors - authorizes event sponsors to select vendors for the event and requires they obtain a Special Event Vending License
· Invalidation of vending licenses - licensees with assigned sites inside the event perimeter cannot operate from the assigned site during the event, unless specifically exempted.
We are reintroducing the Flock to State programming on the Special Event Resolution table this year. This initiative enables the City to suspend vending restrictions for future events with vending activities that request access to this space. By including this program, we can better coordinate any new vendor locations within these blocks and address potential adjustments for permitted Street Use events. The Mall/Concourse vending rules will only be suspended in these blocks if a Street Use permit is issued or in collaboration with licensing coordinated by the City's Street Vending Coordinator. Should events with vending occur in this location, vendors will be subject to vending permit fees based on the number of participants, which would also increase the revenue estimate outlined below.
Under MGO 9.13(2)(c), Special Event Vending Licenses are issued for event vendors in the name of the event sponsor. Approval of this resolution will result in $8,800 in City revenue from Special Event Vending Licenses and is included in the Parks Division's 2025 Adopted Operating Budget.
