PREAMBLE
The City of Madison in 1992 and 1993, acquired four single-family residences (122 South Yellowstone Drive and 6,10 and 14 Yellowstone Court) to facilitate the remediation of the Mineral Point Landfill. The City had identified the limits of the landfill as being within the property boundaries of these residences. Upon the Wisconsin Department of Natural Resources' approval of the remediation activities administered by the City of Madison, three of the residences (122 South Yellowstone Drive and 6 &10 Yellowstone Court) were marketed and sold. The fourth residence (14 Yellowstone Court) was razed due to the extent of refuse found within its property boundaries.
In 2006 the owners of one of the residences sold (10 Yellowstone Court) reported numerous foundation cracks and structural separations to wall and roof systems of their residence. Upon inspection of the residence by City of Madison staff it was determined that the structural deficiencies were directly related to the settlement of the remediated landfill. Based on the extent of structural damage to 10 Yellowstone Court, the City Engineering Division, City Attorney's Office and Real Estate Section believe it is prudent to purchase the property, provide the owners relocation assistance, and raze the structure and designate the property for City of Madison park purposes.
