Fiscal Note
This resolution adopts a fire protection, medical services and fire prevention services agreement with the Town of Blooming Grove. Effective July 1, 2015, the City would provide these services to the town. In return, the town would pay the City $75,000 annually until 2021, when the payment would increase to approximately $222,200 annually, to more closely reflect the town's share of City-wide service delivery costs. Ambulance conveyance fees currently levied by the City would also be charged for conveyances in the town. Fire insurance dues payments currently paid to the town would instead be paid to the City. These "pass-through" revenues are anticipated to total approximately $210,000 annually. In anticipation of this contract, the revenue estimates in the 2015 operating budget reflect these amounts.

The City has negotiated a intergovernmental agreement with the Town of Blooming Grove to provide fire protection, medical services and prevention services to the residents of Blooming Grove. This agreement is mutually beneficial to both parties since the City has an existing fire and emergency medical services response territory surrounding the Town of Blooming Grove and the Town will contribute to the cost of City Fire Department services.
The contract term will start on July 1, 2015 and be in force until November 1, 2027, on which date final attachment of the Town of Blooming Grove to the City will occur and the Town will cease to exist. Prior to this date, the contract may be terminated by mutual agreement or for cause. The compensation under this agreement is a flat fee schedule and attached to this document.
