Amending various sections of Chapter 28 of the Madison General Ordinances to add “Fairground” as an accessory use.

DRAFTER’S ANALYSIS: This proposed ordinance amends the zoning code (MGO Chapter 28) to include a new accessory use, “fairground,” along with a companion supplemental regulation and definition. Fairgrounds are defined as an outdoor area on government-owned property used for events such as fairs, carnivals, exhibitions, agricultural and animal shows, commercial expositions and trade shows, concerts, sporting events or other similar events. Fairgrounds are intended for flexible use, including for automobile parking, trailer parking and storage, tents and other temporary structures, amusement rides, carnivals, stages and concession stands. The proposed ordinance would allow them as a permitted use in the Parks and Recreation (PR) District only and include supplemental regulations where, among other requirements, they would only be allowed in areas designated for that use on an approved site plan.
