Fiscal Note
The proposed resolution authorizes an agreement with the State of Wisconsin Department of Transportation for construction of a portion of Phase 2 of the West Towne Path from S. High Point to Zor Shrine Place in 2028. The 2024 Adopted Capital Improvement Plan (CIP) for Engineering - Bicycle & Pedestrian planned for construction from High Point Road to Zor Shrine Road in 2025 and construction from Zor Shrine Road to Gammon Road in 2028 and includes two segments: $1,122,000 for construction (High Point to Zor Shrine) in 2025 & $1,496,000 for construction (Zor Shrine to Gammon) in 2028. Future capital budget and Capital Improvement Plan (CIP) schedules will be updated to reflect the updated amounts and timing of construction projects per this proposed agreement.

PREAMBLE
The City of Madison Engineering Division is to construct Phase 2 of the West Towne Path from S High Pt to Zor Shrine Pl. The improvements will include construction of an asphalt paved 10-foot wide shared-use path. Currently the West Towne Path segments are completed west of S High Pt Rd and this proposed segment will close an additional gap in the overall proposed West Towne Path.
The first segment of the project was awarded a federal grant under the Transportation Alternatives Program (TAP) that will reimburse 60% of participating construction costs to a maximum of $990,225. The proposed project is planned for construction in 20272025. The City is responsible for 100% of the design and design review costs.
