Preamble

 

The "outer Capitol loop" of the Central Business District in the City of Madison is one of the major traffic corridors in downtown.  It is comprised of Dayton, Fairchild, Doty and Webster Streets and experiences daily traffic volumes ranging from 11,000 to 17,000 vehicles per day.  Along with serving the vehicular traffic, the Outer Capitol Loop has seen pedestrian volumes increasing in responses to several large residential and business developments.  As a result, the conflicts between pedestrians and vehicles have become a concern of the city and the public.  The study will be conducted in 2005.  Funding will come from TIF districts and existing Traffic Engineering Capital accounts.

 

The City of Madison has solicited consulting proposals for Engineering Services.  It will evaluate the impacts to pedestrian and vehicular operations with the installation of traffic signals at each of the currently unsignalized intersections on the outer Capitol loop.  Two firms responded to the RFP and were evaluated by City Traffic Engineers.  They have selected HNTB to provide the Engineering Services.

 

NOW THEREFOR BE IT RESOLVED that the Mayor and City Clerk are here by authorized to execute an agreement between the City of Madison and HNTB Corporation to study the outer Capitol loop traffic needs.
