The proposed resolution accepts the Community Development Division's policy paper for structuring and conducting a Request for Proposals process for Older Adults Services programs in 2025. The policy paper assumes a Cost to Continue budget for Older Adult Services community agency contracts in 2025 consistent with the 2024 Adopted Operating Budget: $838,039. No additional City appropriation required.

Accepting the Community Development Division (CDD) “Older Adult Services 2024 Policy Concept Paper” as the basis for structuring and conducting a Request for Proposals (RFP) process, and authorizing the CDD to undertake this process and recommend, for approval by the Common Council, a funding allocation plan regarding awards and contracts that will take effect on January 1, 2025 (Citywide).

The proposed resolution accepts a staff prepared “Older Adult Services Policy Paper” and authorizes the Community Development Division (CDD) to utilize its content to guide a funding process through which CDD staff will make recommendations to the Council regarding the allocation of funds available to support older adult services, beginning in 2025.
WHEREAS, the City of Madison has a long-standing commitment of financial support to community-based organizations as part of its strategy to create the necessary conditions for Madison residents to realize their full potential by ensuring residents and neighborhoods have access to needed services; and,
WHEREAS, the CDD, in consultation with the Committee on Aging, is responsible for formulating recommendations to the Mayor and Common Council regarding the use of available City-administered resources to ensure the quality and availability of older adult services in Madison; and,
WHEREAS, the City’s 2024 Adopted Operating Budget appropriates $838,039 to support older adult services programming; and,
