Public Health Madison and Dane County (Public Health) proposes accepting an additional $3,400 in American Rescue Plan (ARP) Funds from the Wisconsin Department of Children and Families. These funds enable Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program recipients to address the needs of expectant parents and families with young children.

The purpose of the MIECHV Program, authorized by section 511 of the Social Security Act, is to support the delivery of coordinated and comprehensive high-quality and voluntary early childhood home visiting services to eligible families. HRSA intends for these funds to support home visiting activities that address immediate needs of parents, children, and families.

PHMDC has received MIECHV funds since 2015 to help support the Nurse Family Partnership (NFP) Program. Currently, 3 Public Health nurses are funded to provide services to 60 families. NFP is an evidenced-based home visitation program that focuses on vulnerable mothers pregnant with their first child. Each mother is partnered with a nurse early in the pregnancy and receives ongoing home nurse visits until the child’s second birthday. These additional funds allow PHMDC to provide more support to families.

The ARP funds are sent to Local Implementation Implementing Agencies (LIAs) to provide emergency supplies of diapers and other essential supplies and grocery cards to families enrolled in MIECHV programs. Public Health Madison and Dane County is a LIA for the MIECHV Program.

The Board of Health for Madison and Dane County previously approved Board of Health Resolution #2023-31 authorizing the acceptance of $8,240 in ARP funds. Public Health received an additional $3,400 in ARP funds from the Wisconsin Department of Children and Families, increasing the total f...
