DRAFTER'S ANALYSIS:  This ordinance updates the City’s parking lot design requirements.  It gives the City Traffic Engineer the authority to grant exceptions to the minimum parking dimensions for residential only parking facilities if certain criteria are met. In addition, the minimum standards for all parking lots are being updated based upon current design and safety standards.  The substitute corrects some initial drafting errors and omissions, while also setting the minimum moped parking space standards in line with those contained in the Section 28.141(12) of the zoning code.
