Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for one day at 2102 W Beltline Hwy (Frontage Rd) (14th AD).

PREAMBLE
Madison Water Utility will be installing new water main as part of a multi-phase water transmission project that links portions of the existing water system north of the W Beltline Hwy to a booster-pumping facility in Leopold Park. The pipeline is generally being installed along the future Cannonball Pedestrian Path which was formerly a railroad corridor. The Cannonball Path Right-of-Way crosses the W Beltline Hwy between the Todd Drive and Fish Hatchery Road exit ramps.
A portion of this project includes connecting the existing water system in the W Beltline Hwy Frontage Rd to the new transmission pipeline in the Cannonball Path corridor. In order to make one of these connections, a segment of the existing water main which serves the Culver’s Restaurant (2102 W Beltline Hwy) must be temporarily taken out of service.
The connection to the existing main at 2102 W Beltline Hwy will be completed outside of contract hours to avoid disrupting water service to the affected restaurant during periods of operation. This connection requires one day with construction occurring between the hours of 12:00 AM and 7:00 AM. All remaining work in the contract will be completed between the standard contract hours of 7:00 AM and 7:00 PM.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM. with a public hearing before the Board of Public Works and the passage of a resolution.
NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on 2102 W Beltline Hwy (Frontage Rd) are hereby approved in accordance with section 24.08(3) of the Madison General...
