Fiscal Note
The Ordinance creates a new zoning surcharge fee of $.02 per square foot for most new construction, additions and alterations. The fee is anticipated to yield an estimated $150,000 annually for each of two years until it expires at the end of 2008. Revenues are included in the 2007 Executive Operating Budget as part of General Fund/Building Permit revenues, and are meant to offset the costs of a multi-year City Zoning Code re-writing process.

DRAFTER'S ANALYSIS: This ordinance establishes a fee for the examination and approval of building plans and site plans by the Zoning Unit of the Department of Planning and Development. ***********************************************************************************
The Common Council of the City of Madison do hereby ordain as follows:

1. Subdivision (b) entitled "Application Review Fee" of Subsection (12) entitled "Fees" of Section 28.12 entitled "Administration And Enforcement" of the Madison General Ordinances is hereby created to read as follows:

"(b) Application Review Fee.
1. Scope. The fee fixed in this ordinance shall be assessed by the Zoning Unit and collected by the Inspection Unit of the Department of Planning and Development for the examination and approval of building plans and site plans of all new buildings and structures, additions and alterations, and for all other services for which the Common Council has authorized the Inspection Unit of the Department of Planning and Development to fix and collect fees as provided in Chapter 28 of the Ordinances of the City of Madison.
