Creating Section 16.02 of the Madison General Ordinances to create a procedure for applying to the Capital Area Regional Planning Commission (CARPC) for an expansion of the Central Urban Services Area (CUSA).

DRAFTER'S ANALYSIS: This ordinance provides a procedure for applying to the Capital Area Regional Planning Commission (CARPC) for an expansion of the Central Urban Services Area (CUSA). Under this ordinance, Planning Division staff will prepare the application to CARPC and provide it to numerous city agencies for the purpose of ensuring the city will be able to provide municipal services to the proposed expansion area. Once that information is gathered, the application must be reviewed by the Plan Commission, which makes a recommendation to the Common Council regarding the city’s ability to provide services to the proposed expansion area and whether the expansion is consistent with the city’s comprehensive plan and other neighborhood and area plans. After receiving the Plan Commission recommendation, the Common Council must consider whether expanding into the proposed area is consistent with the health, welfare, and best interests of the city. Planning staff will file the application for expansion with CARPC if a majority of Common Council members vote in favor of the expansion.

The Common Council of the City of Madison do hereby ordain as follows:
Section 16.02 entitled “Central Urban Service Area Expansion” of the Madison General Ordinances is created to read as follows:
“16.02 CENTRAL URBAN SERVICE AREA EXPANSION.
