Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM for work associated with Madison Metropolitan Sewerage District West Interceptor - Shorewood Relief Phase 3 Project. (District 5)

The Madison Metropolitan Sewerage District (MMSD) West Interceptor - Shorewood Relief Phase 3 project will install approximately 3,800 linear feet of sanitary sewer ranging from 30-inch to 48-inch diameter. Approximately half of the project (the “Shorewood Section”) is located completely in the Village of Shorewood Hills between Shorewood Boulevard and the University Station development east of Marshall Court. The other half of the project (the “Highland Section”) is located in the City of Madison on the north side of Campus Drive in the on-ramp from Highland Avenue, through Highland Avenue, and in the off-ramp from Campus Drive to Highland Avenue. It is anticipated that in the Highland Section some weekend and evening construction may be required to meet traffic control requirements to minimize disruption to the UW and VA Hospitals and surrounding area. In addition both sections of the project will install Cured in Place Pipe (CIPP). The CIPP process does not allow for all construction activities of the project to take place during the normal working hours of 7:00AM and 7:00PM. Construction activities in the Shorewood Section will commence in approximately August 2024 and will take approximately 8 months to complete. Construction activities in the Highland Section will commence in approximately May 2025 and will take approximately 5 months to complete.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works.
