The proposed resolution authorizes a two-year, competitively selected service contract not to exceed $215,000 with Baker Tilly US, LLP to conduct a comprehensive compensation study throughout the City of Madison departments and divisions. The Direct Appropriations 2024 operating budget includes funding for this contract. No appropriation is required.

The study will review job descriptions, organizational charts, policy handbooks, and pay plans and provide comparisons and recommendations based on peer organizations.

Body
WHEREAS, the City of Madison Human Resources Department requires consulting services in order to complete a citywide compensation study with benchmark data from comparable municipalities; and

WHEREAS, the Human Resources Department worked with the Purchasing Division to issue RFP #12018-0-2023-AH to solicit proposals for such services, and received 7 proposals; and

WHEREAS, an evaluation team consisting of Purchasing and relevant City staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, expertise, past performance, and references; interviewed finalists and selected Baker Tilly US, LLP through this process; and

WHEREAS, to complete the consulting work, a two-year contract is required, and Baker Tilly proposed a contract price not to exceed $215,000 to provide job evaluation, pay plan review, and market assessment services and accomplish all of the other deliverables required by RFP #12018-0-2023-AH ; and

WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
