The proposed resolution authorizes Traffic Engineering to accept a federal grant for up to $88,500 to maintain and expand a safety education program. Funds from the grant must be spent by June of 2026 and are received on a reimbursement basis. The City match required for the full grant is $22,125. Traffic Engineering’s 2024 operating budget currently includes $20,400 for the match. Traffic Engineering will pursue an adjustment in the mid-year budget resolution to fund the remaining $1,725 of match via a transfer from their existing appropriation.

WHEREAS, the City of Madison Traffic Engineering Division recognizes an increased need to educate children and adults in traffic safety; and
WHEREAS, the pedestrian/bicycle safety section within the Traffic Engineering Division administers this type of program for the City of Madison; and
WHEREAS, the City of Madison is anticipating to receive federal grant funds in the amount of $88,500 through Wisconsin Department of Transportation (WisDOT) for the purpose of safety education for people walking and biking for 2024; and
WHEREAS, WisDOT's federal contract language requires the City to indemnify and save harmless WisDOT and the Federal Highway Administration (FHWA) from damages to persons or property resulting from negligence of the City in connection with performance of the contract; and
WHEREAS, City APM 1-1 requires Council approval whenever the City indemnifies another party;
NOW, THEREFORE, BE IT RESOLVED that the Traffic Engineering Division of the City of Madison Transportation Department be authorized to accept $88,500 from Wisconsin Department of Transportation for a bicycle/pedestrian safety educa...
