The estimated cost for this project is $1,177,000.00. This resolution would authorize a $797,500 increase in the 2007 Storm Water Utility Capital Budget to partially fund this project. This would be funded through a transfer of budget authority from the Lower Badger Mill Creek project (810550).
The remaining $379,500 is available in account number ESTM-58270-810384-00-53W0313.

Approving plans and specifications and authorizing the Board of Public Works to advertise and receive bids for the Owen Park Retention Ponds and amending the 2007 Storm Water Utility Capital Budget to fund this project. (19th AD)
Body
WHEREAS, three retention ponds are to be constructed to improve stormwater quality; and
WHEREAS, the watershed being treated has no other stormwater management practices; and
WHEREAS, the City of Madison is required to reduce Total Suspended Solids (TSS) by 40% by October 4, 2013; and
WHEREAS, the proposed pond project will reduce TSS from this watershed by 65.7%; and
WHEREAS, this project will also provide enhanced habitat and assist in stabilizing the downstream channels in Owen Conservation Park; and
WHEREAS, the project will provide 19.8 acre-ft of detention storage, reducing existing flooding downstream at Forsythia Place;
WHEREAS the Lower Badger Mill Creek project is moving at a slower pace than originally expected and so can provide $797,500 in GO borrowing authority;
NOW, THEREFORE, BE IT RESOLVED THAT:
1) That the plans and specifications for Owen Park Retention Ponds, be and are hereby approved.
2) That the Board of Public Works be and is hereby authorized to advertise and receive bids for said project.
3) That the 2007 Storm Water Utility Capital Budget is hereby amended as follows:
