BOH Resolution #2018-18 Authorization to Enter into a Memorandum of Understanding with the Wisconsin Air National Guard 115th Fighter Wing for Public Health Emergency Support

Service plans for the initiation of response activities during an emergency or disaster. PHMDC proposes entering a Memorandum of Understanding (MOU) with the Wisconsin Air National Guard 115th Fighter Wing (115th FW) for public health emergency support, specifically in the areas of prophylaxis supply and dispensing, blood and bodily fluid specimen collection, and send out for laboratory testing during a public health emergency at 115th FW.
The capability of the medical staff at 115th FW to provide medical support during an emergency is limited due to austere manning restrictions and they do not have the resident capability or personnel to prepare for or respond to a public health emergency. In the event of a public health emergency specific to 115th FW, PHMDC may deliver medications, vaccinations, dispensing information or such other Strategic National Stockpile materials to 115th FW, as available and released to PHMDC.
The proposed MOU would only cover public health emergencies specific to 115th FW-in the case of a public health emergency affecting the city, county, or region more broadly, PHMDC will work with emergency response partners on the appropriate response for all residents affected by the emergency. In addition, there is no exchange of funds within the scope of this MOU.
NOW THEREFORE BE IT RESOLVED that the Board of Health for Madison and Dane County authorizes the Director of Public Health-Madison and Dane County to sign a Memorandum of Understanding with the Wisconsin Air National Guard 115th Fighter Wing for public health emergency support
