Fiscal Note
The proposed resolution authorizing the Mayor to sign an Edward Byrne Memorial Justice Assistance Grant Memorandum of Understanding with Dane County annually, in order to expedite annual JAG grant applications. Any Edward Byrne Memorial Justice Assistance Grant funds awarded to the Police Department must be accepted and authorized by the Common Council in separate resolutions. No appropriation is required.

Authorizing the Mayor to sign an Edward Byrne Memorial Justice Assistance Grant Memorandum of Understanding with Dane County annually, in order to expedite annual JAG grant applications.
Body
WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, annually designates the City of Madison to receive an Edward Byrne Memorial Justice Assistance Grant (JAG) award; and,
WHEREAS, the terms of the grant require that Dane County and the City of Madison submit a joint application under one agency; and,
WHEREAS, the Mayor and County Executive annually must sign a required Memorandum of Understanding regarding a proposed plan for the allocation and administration of any funds awarded, and submit that with the application; and,
WHEREAS, the JAG open solicitation period is very short, and not sufficiently long enough for the City and County to put forth resolutions to their respective legislative bodies to authorize the respective chief executives to sign a MOU before the grant application deadline;
WHEREAS, the City Attorney and Corporation Counsel reviews the Memorandum of Understanding prior to any signatures;
WHEREAS, JAG awards funds are used for Madison Police Department and Dane County Sheriff’s office goods and services, as well as Dane County Drug Court and District Attorney Crime Response Program services; and
WHEREAS, before said funds are disbursed a resolution will be presented to the Common Council.
