Authorizing the preparation of a Neighborhood Conservation Study for the East Wilson Street/Schley Pass/Dewey Court area.
Body
WHEREAS recent neighborhood plans, including the East Rail Corridor Plan and the Marquette-Schenk-Atwood Neighborhood Plan, have identified a desire to preserve the unique, predominantly small-scale character of the East Wilson Street/Schley Pass/Dewey Court area in the Marquette Neighborhood; and
WHEREAS in June 2007, the Madison Common Council adopted an amendment to the City of Madison Zoning Code establishing a multi-step process for the creation of Neighborhood Conservation Districts, which are one approach that can be used to maintain the physical attributes that make an area unique; and
WHEREAS a request to consider the creation of a Neighborhood Conservation District in the East Wilson Street/Schley Pass/Dewey Court area was initiated by a resident of the area; and
WHEREAS the Director of Planning and Community and Economic Development has reviewed the request and determined that the area proposed for consideration meets the minimum eligibility criteria established by the Zoning Code; and
WHEREAS an informational meeting was held in the neighborhood on October 29, 2008, to explain the process for creating a Neighborhood Conservation District; and
WHEREAS the informational meeting was followed by a mail survey of all residents, owners, and businesses within the proposed Neighborhood Conservation District study area to help measure the interest in proceeding with a Neighborhood Conservation Study that would compile more-detailed information about the physical characteristics of the study area, work with residents, owners and businesses to identify the specific characteristics it is desired to preserve, and recommend potential zoning standards that would protect these characteristics; and
