Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on CTH PD between Meriter Way to Maple Grove Road.

PREAMBLE
The Wisconsin Department of Transportation plans reconstruct the roadway with two vehicle lanes in each direction, bike lanes in each direction, grassed median, a side multi- use path on one side and sidewalk on the other. The Project is planned for construction in the year 2017.
The work of this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:
1. A multi-use path bridge is proposed over the roadway between Meriter Way and High Point Road. The portion of the bridge over CTH PD must be constructed at night because of work directly above traffic.
2. Surface asphalt placement must be completed at night to minimize the amount of disruption to normal daily traffic and increases the likelihood of completing the project within the expedited schedule allowed.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. The construction of a path bridge over the roadway between Meriter Way and High Point Road.
2. Surface asphalt placement along the entire project.
The estimated timeframes are as follows:
1. Path bridge construction - 1 night during construction, Early September 2017.
2. Surface asphalt placement - 6 nights during construction, Mid October 2017.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction.
