Informational Presentation from Parks Division Staff Regarding Alcohol in Parks

The City of Madison regulates the consumption of alcohol in parks through its General Ordinance 8.24. Consumption of alcohol is allowed in most parks, while some parks are considered “alcohol free” and require an alcohol permit with an advanced shelter or athletic reservation. In 2024 the Board of Park Commissioners requested that the Parks Division review policies pertaining to Alcohol in Parks. On February 12, 2025 staff provided a briefing to the Board of Park Commissioners (Legislative File ID #86984) regarding current regulations on alcohol in Madison Parks, enforcement of these regulations, and policies in other jurisdictions. The Board of Park Commissioners has requested that the Long Range Planning Subcommittee review the current policy and make recommendations for any revisions that may be necessary.
Staff will provide an informational overview of the current state of alcohol use in our parks, its impacts, and how park rangers are addressing and enforcing alcohol-related ordinances. Staff are requesting discussion and feedback from the LRP Subcommittee members on the best next steps for developing recommendations to take to the Board of Park Commissioners.
