SUBSTITUTE - Amending Section 3.62(2) and repealing Section 3.62(3)(b) of the Madison General Ordinances to modify the composition of the Commission on People with Disabilities.

DRAFTER'S ANALYSIS: This substitute ordinance changes the membership composition of the Commission on People with Disabilities from eleven to thirteen and requires that one of the members also be a member of the Affirmative Action Commission and that a different member be a member of the Equal Opportunities Commission. It also repeals the language regarding alternate members.

The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (2) entitled "Membership" of Section 3.62 entitled "Commission on People with Disabilities" of the Madison General Ordinances is amended to read as follows:
"(2) Membership. The Commission shall consist of eleven (11) thirteen (13) members. Ten (10) Twelve (12) citizen members and one alderperson shall be appointed by the Mayor, subject to confirmation by the Common Council. One member shall also be a member of the Affirmative Action Commission and a different member shall also be a member of the Equal Opportunities Commission. Citizen members shall be residents of the City of Madison and shall be knowledgeable and sensitive to the service needs, rights, and responsibilities of citizens with disabilities. First priority for membership shall be given to people with disabilities, family members, and advocates."
2. Subdivision (b) entitled "Alternate Members" of Subsection (3) of Section 3.62 entitled "Commission on People with Disabilities" of the Madison General Ordinances is hereby repealed.
