Fiscal Note
The proposed resolution authorizes the Madison Police Department (MPD) to apply for, and accept if awarded a two-year USDOJ Office of Community Policing Services (COPS Office) Law Enforcement Mental Health and Wellness Act grant of $250,000. Grant funds will be used to provide department-wide wellness and resiliency training. Additionally, the resolution authorizes the MPD to enter into a purchase of service contract with Inner Edge Mediation LLC, for $192,150 for resilience training. No City appropriation is required.

Body
WHEREAS, the Madison Police Department pursues innovative initiatives to better serve its mission to provide high quality police services that are accessible to all members of the community, believing in the dignity of all people and respecting individual and constitutional rights and seeks to secure non-tax levy funding to do so; and

WHEREAS, the Department seeks to improve its delivery of mental health services to employees by focusing on resiliency-based performance training through the application of science based meditative and other techniques where employees will learn strategies to improve overall mental health and maximize professional performance through a U.S. Departments of Justice Office of Community Policing Services (COPS Office) Law Enforcement Mental Health and Wellness Act grant; and

WHEREAS, grant funding for resiliency training will support these outcomes:

· Improve emotional regulation, neuroplasticity and experience of flow states
· Reduce incidence of injury, ameliorate depression symptoms and improve well-being
· Improve immune response and reduce cortisol levels
