The Community Development Division’s 2022 operating budget includes $150,000 for consulting services for this purpose. No additional appropriation is required.

During the City of Madison's 2022 operating budget process, the Common Council transferred $75,000 from Direct Appropriations to the Community Development Division ("CDD") to help fund a consultant study for a new Community Plan to Prevent and End Homelessness, as required by the U.S. Department of Housing and Urban Development ("HUD") (Operating Budget Amendment #3). The Dane County Board similarly appropriated $75,000 in its 2022 Operating Budget for the same purpose. The combined total of $150,000 was included in a Request for Proposals (RFP) issued by the City’s Community Development Division (CDD) in the fall of 2022. CDD formed a team to review that evaluate responses to the RFP which was comprised of staff from CDD; a member of the Dane County Homeless Services Consortium (HSC) Board of Directors; a two members of the Homeless Services Consortium’s Lived Experience Committee; and a staff person from the Dane County Department of Human Services. The review team’s recommendation, and ultimately the approval from Homeless Services Consortium Board of Directors was to select The Center for Common Concerns, Inc. (DBA Homebase).
