The proposed resolution authorizes the City, on behalf of the Dane County Continuum of Care (CoC), to accept up to $625,455 in EHH grant award funding from the State of Wisconsin Department of Administration for the performance period October 1, 2025 - September 30, 2026. The Community Development Division's 2025 Adopted Operating Budget included an estimate for the 2025-2026 EHH award that totaled $720,000 in the Community Development Grants Multi-Year Fund. The 2025-2026 EHH projects will be adjusted as follows:

Emergency Solutions Grants (Munis project #83025,GL account 67213101-42110/54820-00000): -29,497
Homeless Prevention Program (Munis project #83125,GL account 67213101-42210/54820-00000): +34,952
Housing Assistance Program (Munis project #83225,GL account 67213101-42210/54820-00000): -100,000
Total 2025-2026 program adjustments: -94,545

The remaining City budget authority will be applied to 2024-2025 EHH projects in which the 2025 budget was not reauthorized. This was due to the transition of the Community Development Grants fund from an annual fund to a multi-year fund in 2025. The 2024-2025 EHH projects will be adjusted as follows due to the actual 2025-2026 award being lower than what was estimated in the 2025 Adopted Operating Budget:

The 2024-2025 EHH program grant acceptance was authorized via legislative file 85502 on 10/29/2024. Additional reauthorization for the 2024-2025 EHH projects will be included in the year-end appropriation resolution. All adjustments to 2024-2025 projects take into consideration the total grant budget authorized via leg file 85502 and any actuals that hit in the Community Development Grants annual fund near the end of 2024.
