Fiscal Note
The proposed resolution authorizes a contract for mattress recycling services with Bay Area Recycling for Charities. The proposed contract is a five year agreement that includes an annual rate increase for each year of the agreement. In 2017 the cost per mattress recycled will be $14.50; at that rate the proposed budget will support recycling approximately 12,400 mattresses.
The City began offering this service to residents in 2015. The 2016 Adopted Budget included $180,000 to continue the program. Funding to continue the program is included in the 2017 Executive Operating Budget.

This agreement would extend from January 1, 2017 to December 31, 2019 with two one-year renewal options for 2020 and 2021.
WHEREAS, the Streets Division collects between 10,000 and 12,000 mattresses and box springs each year, and
WHEREAS, mattresses and box springs take up considerable space in the landfill, making them ideal for diversion, and
WHEREAS, the Streets Division and the City are committed to achieving zero waste through recycling and other sustainable practices, and
WHEREAS, Bay Area Recycling for Charities has been an excellent partner with the city of mattress and box spring recycling since March 2015, and
WHEREAS, Bay Area Recycling for Charities submitted the most favorable proposal to perform the needed services for the Streets Division to continue providing mattress recycling to the taxpayers of Madison, and
NOW THEREFOER BE IT RESOLVED that the Mayor and the City Clerk be authorized to contract with Bay Area Recycling for Charities for the recycling of mattresses and box springs collected by the Streets Division.
