The current balance in the Environmental Health Fund (SO27) is $90,612.87. This resolution would utilize $75,346 of the balance to support movement of Environmental Health staff from City to County employment in 2009. Annualized funding for the Year 2010 and subsequent years would have to be appropriated through the normal Operating Budget process.

Release of Licensed Establishment Reserves.

Preamble:
In past years, there was an accumulation of licensed establishment fees collected by Madison Department of Public Health that were not spent. Funds were placed into a reserve fund to be used for future program costs (Fund SO27 Environmental Health). The reserve fund currently is $90,613; there has been no activity since 2004. Since these funds represent licensed establishment fees, they can only be used for the licensed establishment program.
All remaining represented City employees will have the opportunity to transition to County employment on December 21, 2008. This resolution authorizes the use of the licensed establishment reserve to cover the costs of licensed establishment staff transferring from the City to County employment. The licensed establishment reserve will be used to cover only the 2009 increase in costs. In 2010, these costs will be covered through an increase in licensed establishment fees.

WHEREAS Public Health-Madison and Dane County was created through merger of the Madison Department of Public Health and the Dane County Division of Public Health;
WHEREAS the City of Madison and Dane County divided support services for the merged department, with Dane County taking responsibility for personnel;
WHEREAS it will cost $75,436 in 2009 to move the environmental health staff from City to County employment;
WHEREAS a licensed establishment reserve has funds available for use;
