PREAMBLE

Resolution No. 58478 approved the City of Madison to contract with the U. S. Department of Health and Human Services to develop a Metropolitan Medical Response System (MMRS) for Weapons of Mass Destruction (WMD) incidents. A Steering Committee of City agencies, County agencies and medical providers has been working on the planning and development of the MMRS Program. The Fire Department is the responsible City agency for grant administration and reporting.

This new award is a grant with no required matching funds. Areas it will cover are:

? The development and implementation of the National Incident Management System (NIMS).
? Development of a tracking system for the supplies and equipment purchased for the program.
? Incorporating the Geographic Information System and Automatic Vehicle Location (AVL) System into the emergency medical response system.
? Enhancing Emergency Public Information.
? Evaluating and developing sites for Alternate Mass Care Treatment and quarantine.
? Training of personnel on the countywide Mass Casualty Incident Management System.
? Updating the MMRS Pharmaceutical Plan and integrate deliverables.
? Maintaining/updating the stockpile of pharmaceuticals.
? Evaluating, developing and implementation of training.
? Acquiring a patient tracking system.
? Increasing the communications interoperability for emergency medical responses.

NOW THEREFORE BE IT RESOLVED, that the City Council approves the acceptance of this grant from the Department of Homeland Security, Federal Emergency Management Agency.
