DRAFTER’S ANALYSIS: This ordinance adjusts the membership of the Board of Building Code, Fire Code, Conveyance Code and Licensing Appeals by broadening the membership requirements to include collective areas of expertise instead of requiring the specific members hold certain specific areas of expertise. The total number of members will remain at nine (9).

The Common Council of the City of Madison do hereby ordain as follows:

1. Section (1) entitled “Membership” of Section 29.21 entitled “Board of Building Code, Fire Code, Conveyance Code and Licensing Appeals” of the Madison General Ordinances is amended as follows:

“(1) Membership . The Board shall consist of nine (9) members appointed by the Mayor, subject to confirmation by the Common Council. Each member shall be appointed for a term of three (3) years and shall serve until a successor is appointed and confirmed.
Members shall, collectively, represent the following areas of expertise: (1) legal, (2) architectural, (3) structural or architectural engineering, (4) real estate, (5) building, and (6) fire prevention.
The Mayor shall strive to appoint members drawn from the following portions of the community: Neighborhood groups, sustainability activists, business people, educational institutions and the development community. At least one (1) member shall be licensed as an attorney, one (1) as an architect, one (1) as a real estate broker, and one (1) as a professional engineer, who shall have structural or architectural engineering experience.
