Fiscal Note
The fiscal impact of this policy change is expected to be minimal. Streets staff anticipate the generation of approximately $1,200 of revenues from the purchase of service by business customers. Related administrative and other costs are expected to total perhaps $500. Cart purchase revenues are expected to fully cover cart costs.

Body
WHEREAS, City policy for collection of refuse has limited the volume of refuse collected to six 30-gallon containers per nonresidential customer, or the equivalent, since the 1973 adoption of Resolution No. 24,612, File No. 4754-208, in 1973; and
WHEREAS, the new automated refuse collection system gives the City the ability to more easily and efficiently serve nonresidential customers with higher volumes of refuse as long as that material is placed in the designated carts for collection; and
WHEREAS, the current policy allows each nonresidential customer to use up to two 95-gallon carts of refuse each week without additional fees or charges, except for the purchase of the second cart at a cost of $50; and
WHEREAS, the Streets Division estimates that the annual refuse cost (2006 basis) to the City for the new carts will be approximately $80 per cart of refuse; and
WHEREAS, the Streets Division recommends that the policy be amended to allow nonresidential customers to use up to four 95-gallon carts of refuse each week without additional charge, and up to ten 95-gallon carts of refuse each week, provided that the customers purchase all additional carts (two through ten) at cost and pay an annual special charge of $80 for each cart in excess of four (five through ten).
